The Enhanced Dual Expression Voting System

We need an electoral system that is expressive, and avoids being used by fringe extremists view. We also need a governing system that embeds equal biological representation. 

The Enhanced Dual Expression Voting (E-DEV) System

Every district elects exactly two representatives using an expressive scoring model that protects political minorities and ensures gender diversity without rigid segregation.

Note: In Toronto this can be done by combining 2 adjacent wards.

1. The Ballot: Voters see a single list of all candidates. Next to each candidate's name is a nuanced scoring scale: +2 (Strong Support), +1 (Weak Support), 0 (Neutral/Abstain), and -1 (Active Opposition).

2. The Strategic Cap: To prevent a majority faction from sweeping both seats, voters may only award their highest score (+2) to a maximum of two candidates total.

3. The Score Threshold: To win a seat, a candidate must finish with a net positive score (greater than zero). If no one meets this threshold, a runoff election is held.

4. The Diversity Rule: All candidates run in a single pool.

• The candidate with the absolute highest score wins the First Seat.( Used for Mayoral Election, and Top Seat Councilor)

• The Second Seat goes to the highest-scoring candidate who identifies as a different gender than the first winner (e.g., if a male wins the first seat, the second seat goes to the top-scoring female or non-binary candidate).
